Who? Any healthcare professional– native or foreign to Canada– can choose to participate.
What? The proposal is a national testing standard used to license healthcare professionals, and in the future, individuals of any regulated trade. Within 60 days of taking the test, a qualified professional can receive certification to work in any participating Canadian province or territory.
When? The proposal was presented to Parliament on March 28, 2023, according to the National Post.
Where? Any province or territory in Canada can choose to participate.
Why? The Blue Seal testing standard is one of many efforts to remedy the healthcare staffing crisis in Canada and reduce what the Conservative Party of Canada calls "gatekeeping" within the healthcare industry. With 13 different bureaucratic processes to obtain a healthcare license, it can be incredibly difficult for those born in Canada to work in different provinces. Additionally, those born in Canada who study medicine internationally find it difficult to practice once they've returned to Canada. This solution will boil it down to a nationwide standard and provide any qualified individual, regardless of nationality, the chance to practice throughout Canada.
